What this basically means is that with the current input ArenaNet gives us, Arc-DpS is unable to show Confusion damage from INSTANT CASTS in "Area-Stats" (such as Mursaat Overseer for example). ~ quote /u/deltaconnected (Arc-DpS developer)

However the damage on skill activation is a rather complicated thing: With a DpS-tool such as the widely known and commonly used "Arc-DpS", we would normally see the value of a profession that applies a lot of Confusion (Mirage) right away. Raid Boss Attack Cooldowns and a little Confusion in Arc-DpS Unfortunately this lead to the believe that this would also be the case in a real Raid scenario, which is far from true. Since Confusion deals almost 0 damage over time, people realized that any Confusion applying skills against the DpS-Golem resulted into a DpS loss. This was a huge buff, although a confusing one (pun intended). Aside from that, Axes of Symmetry of the Mirage has been changed from Torment to Confusion once more.

With the balance patch the damage on skill activation from Confusion has been doubled for NPCs.
